Add a new tool NepomukCtl (Nepomuk server manipulation tool)

This is tool was proposed in the 4.11 roadmap:

This tool can start, stop or restart the Nepomuk Server or any specific
service (filewatch, fileindexer or storage). It can also list all the
running Nepomuk services.
