Add rules for kdesdk/dolphin-plugins (incomplete)

This is a work-in-progress commit for others to look at.
While the kdebase/dolphin import works for trunk, the rules for the 4.4
branch only work partially:
 - the 4.4 branch starts from scratch
 - the tags for 4.4 (and the 4.3.80 etc. RCs) are not created
